EFL confirm punishment handed to Swindon Town for breaching regulations

The EFL have taken to confirm in a statement on Tuesday afternoon the punishment handed to Swindon Town for breaching regulations.

As per Sam Morshead on Twitter, the EFL imposed a fee restriction on the club for the January transfer window due to a number of late payments between July and November.

In addition to a £2,000 fine, the club cannot pay any loan, compensation, or transfer fees this window.

The EFL penalty comes after the club made late payments to HMRC in June and October, as well as a late payment of ticket money to an unnamed club.

This was overdue by 39 days, which goes beyond the EFL’s limit of 30 days.

As a result, the EFL have placed a two-window fee restriction on the club, with the second taking effect this summer unless the issue can be resolved.

He adds in another tweet that “Swindon have been active in contacting agents for players without fees attached/coming to end of contract, which makes plenty of sense now.”

Two months ago, the EFL charged the Robins and majority owner Clem Morfuni with breaches of EFL Regulations, following the failure to declare a ‘Significant Interest’ share acquisition in the League Two outfit.

This matter has been referred to an independent Disciplinary Commission, but fans fear that a points deduction would be on their way. The matter isn’t not part of this latest judgement [transfer restrictions and fine] put to Swindon today.

The club currently sit 14th in the League Two standings after 29 games played, 7 points below the playoffs.

EFL STATEMENT (January 30th 2024):

In Autumn 2023, the EFL issued Swindon Town with a financial penalty of £2,000 alongside a three-transfer window fee restriction as a result of the Club accumulating 30 days or more of late payments in the current 12-month period (1 July 2023 to 30 June 2024).

As permitted by EFL Regulations, the Club opted to appeal the both the fine and fee restriction on the basis that the sanction was disproportionate to the offence committed by the Club. The matter was referred to an independent Disciplinary Commission.

On review of the case, the Commission has determined that the three-transfer window fee restriction should be reduced to two with the second window (August 2024) suspended and triggered upon a further breach. The Club is still required to pay the £2,000 fine.

The Commission’s decision can be viewed here.

This is how Twitter users reacted as EFL confirm the punishment handed to Swindon Town for breaching regulations…

@Dykiejones: #STFC Was waiting for it to start unravelling, Long life Swindon fan and account leaves his position, Rob Angus Leaves and half the trust are leaving.. Get this feeling they all knew what was coming..

@stfc897: Superb signing that

@mightygwah: What odds on Clem now being unable to attend the Fans Forum tonight due to ‘unforeseen circumstances’? #stfc

@CieslaMike: That’s why we can’t buy Kemp or Young – not allowed to pay fees for players.

@TJMEERKAT: On the same day as the fans’ forum lol!

@TrevorSTFC: Just turned up the heat for tonight haven’t they. Thick as shit. #stfc

@rachw101: Are we surprised? Those going tonight enjoy listening to more waffle/lies. I’ll be having a bath with my plugged in toaster. It’ll be more fun. #STFC

@STFCProtest: Oh look, Clem has made another ‘mistake’. The competitive budget is proven to be a lie, as has paying bills on time. Also telling the EFL the club may be up for sale but telling #stfc fans it’s not. SO MUCH BULLSHIT. Get him gone! You lot need to wake up as well @TrustSTFC

@rossSTFCpoole: Looks like they are throwing the book at us again. #stfc

@mtholmes84: So I wonder how this EFL punishment will impact on the share gate punishment that is still come? Has this increased the chances of a heavier punishment? Guessing it will at least trigger the 3rd window suspended one. #stfc

@SmthLeon: Thought clem said the late payment rumours was all lies 🤔

@FootballsMate: Just get him out

@Leeftweets2: He’s human guys. It’s just another….. Mistake 😂😂😂

@BenRandy: Another bare-faced lie gets exposed #stfc

@GlenHarris25: Clem time to fuck off

@paulpovey33: Excitement of new signing quickly replaced by revelations of more lies! F**k sake can’t a man be happy for one day supporting swindon town 🤔🔴⚪️ #stfc

@LoathedStranger: Thank goodness 30 years of poor stewardship has ended. #Mistake

@SuggWillSugg: We are so tinpot it hurts. ‘Changes in senior leadership’ meant that we paid another club their ticket money 27 days late and HMRC a week late. CHANGEOVER OF STAFF SHOULD NOT MEAN DEBTS GO UNPAID. Fuck sake man, it’s absolute basics. #stfc

@mtholmes84: Thought it wasn’t true that things were getting paid late? Another Morfuni lie. Consider me shocked #stfc

@Mattstfc69: Lie after lie after lie #ClemOut #stfc

@STFCluke_: Cheers to @EFL for informing us as to why we’ve had a shite transfer window. At least now we know why – open and transparent my arse. Sooner these amateurs are gone the better

@CamelSaunders: What we as fans going find out next ? The plumber funded the relaunch of Neighbours?! Club a joke. Why did they ever think a fire sale on home shirts would cover the 800 tickets sold for Notts County away?! Crazy bunch.. #stfc 🔴⚪️

@MatB_STFC69: Pointless going to the #STFC fans forum tonight as you cannot trust an answer from any of the fuckers involved!

@Flowergirl0404: What a car crash club we are, this is not fair on the good hardworking staff that work for you and the fans, you promised so much but delivered so little. Get out of our club and take the other undesirables, you are not welcome!

@AdamHumphries96: The M4: the corridor of soft embargoes.

@LisaJayneKnight: That’s good isn’t it, better than a points deduction #stfc

@CiaranBoast: Hope those going tonight tell Clem what we all really think! Get him out of our club! #STFC

@SN1Insider: Brilliant Lisa, glad to see the club is being so well operated with everything paid on time.

@Leeftweets2: Thank god we have Clem to pay the fines for his , ermmm excellent management of the club. Let’s hope he pays it on time.

@adimale1981: So that’s not the non disclosure of shares charge, this is another one? So the fee restrictions will be for three windows I’m assuming given that is another issue unrelated and we admitted it. Fun.

@cyphnar: We’re restricted in the current window. The second window restriction is suspended on appeal, assuming we don’t commit the same offence before the end of that window. The third window restriction was removed on appeal.

@MarkEdwards63: How long has the club been poorly run!!!

@TimWalkerOUFC: Remember them?
