LEAGUE STATEMENT:
The Toolstation NCEL has released the following statement following today’s appeal hearing at the FA by Hemsworth Miners Welfare regarding their demotion from the competition.
“The NCEL can confirm that Hemsworth Miners Welfare’s appeal against the decision made by the FA Leagues Committee to place them in the Sheffield & Hallamshire County Senior League for season 2023/24 has today been unanimously dismissed on all grounds.
“The original decision therefore stands.”

Appeal against a decision of The FA Leagues Committee (“the Respondent”) by Hemsworth Miners Welfare CFC (“the Appellant”)
I am writing to notify you of the decision and orders of the Appeal Board that sat on Wednesday, 21 June 2023, to determine an appeal. This appeal was heard as a Personal Hearing, via video-conference on Microsoft Teams.
The Respondent notified the Appellant, on 15 May 2023, that their ground failed to comply with the Grading requirements for Membership in the National League System. In the letter, the Respondent stated that should the Appellant not present a signed ground share agreement with a Club at a ground compliant with at least Grade 5 by 29 May 2023 then the Club would be relegated to the Regional NLS Feeder League Level. On 1 June 2023, the Respondent informed the Appellant that due to not providing a ground share agreement by the deadline that they would be allocated to the Sheffield & Hallamshire County Senior League for the 2023/24 season.
The Appeal Board, having taken into account the submissions of the parties and having given the Appeal Bundle careful consideration, make the following observations:
a. The Appeal Board thanks the parties for their written and oral submissions.
b. The Appeal Board noted that the Appellant was appealing on the following grounds:
c Failed to give the Appellant a fair hearing. c Misinterpreted or failed to comply with the Rules and/or regulations of The Association relevant to its decision. Came to a decision to which no reasonable such body could have come. Imposed a penalty, award, order or sanction that was excessive.
c. The Appeal Board unanimously dismissed the appeal on all grounds of appeal. The original decision therefore stands.
d. There was no order as to costs and the appeal fee is to be forfeited.
e. The Appeal Board’s decision is final and binding on all parties.

@PoeyHmwfc: Not a man for social media posting ( much ) but being heavily involved with the club over an age now I find it heartbreaking that both the FA and NCEL can come to a decision that kills a community club and basically means our club has to start again. I’m sure a lot of clubs in the league would have taken the decision we did to upgrade our club when we got the chance. Our clubs facilities now ( due to one man’s hard work and lots of expense ) has to be the way forward, in a time where traditional grounds in NCEL and other local leagues aren’t getting any better, and volunteers to run these clubs are diminishing at a rapid rate. Facts are the pitch hasn’t changed size since we entered the league. Always an agenda in mind and one we as a club were never going to win.
