Champions Manchester City topped charts with £51.6m, which is £200,000 more than Borussia Dortmund paid for Norwegian goal machine Erling Haaland last summer.
Agents in the Haaland deal received around £35m.
Chelsea signed 21 permanent deals under Todd Boehly’s American ownership. Denis Zakaria was also added to the roster, while Joao Felix was on loan. These were the next major spenders of £43.2m.
Liverpool was third with £33.7m, while Manchester United spent £24.7m.
Arsenal and Tottenham are next with £16.7m, and £16.1m, respectively.
Nottingham Forest signed 30 players in both the transfer windows, but they rank last because they paid £4.4m for agent fees.
The newly released FA figures include transactions and payments involving agents and intermediaries who are registered in England.
This includes transfers and loans that are made to and from the clubs, as well as updated contracts, new registrations, and scholarship applications.
Comparatively, the 24 Championship clubs have spent only £36.3m – £8m less than the previous accounts.
With £4.4m, Norwich was top for the second tier. Watford (£4.3m), and Burnley were close behind (£4.1m).
The total amount in League One was £5.7m and League Two was £1.67m.
Wrexham are owned by Hollywood actors Ryan Reynolds, and Rob McElhenney. Their fees of £163,737 dwarfed all other clubs in the National League.
