Nobody to blame here apart from Concord. @HungerfordTown @PooleTownFC and @WealdstoneFC have all fallen foul of the same rule in recent years so the league are just being consistent.

Concord will have known all season that they needed to make changes to the ground in order to pass the grading. The rule excluding them is also not new.
