Norwich City announce new stadium expansion plans at Carrow Road, but with thousands of fans forced to relocate.
The Canaries are looking a a phased development to enhance supporter experience and ensure the stadium’s long-term future.
Changes include a new fan zone, stadium upgrades to the South and Regency Security Stands to accommodate new facilities and a segregated away entrance.
Starting 2026/27, a new map will improve matchday experiences with bespoke offerings, relocating visiting supporters to the Regency Security Stand’s lower tier and introducing a premium experience in the South Stand.
Affected season ticket holders in the Regency Security Stand and part of the South Stand will be relocated, with priority given to choose new seats and stay with friends/family.
An open evening on October 15th 2025, at 6pm in Legends at Carrow Road will address questions, with no registration required.
CLUB STATEMENT:
Norwich City are delighted to confirm details of phased development works at Carrow Road, as the club seeks to improve supporter experience and prepare the stadium for the long-term future.
The first phases of development will see planning permission submitted for the construction of a new external fan zone. The proposed new fan zone will, subject to planning permission, be located behind the Barclay Stand.
Permission will also be sought for small changes to the façade in both the South and Regency Security Stands, which are to accommodate new facilities inside the stadium along with creating a segregated away entrance point.
From the start of the 2026/27 season, the club will introduce a new stadium map. These changes will allow the club to better the matchday experience for all supporters attending games at Carrow Road, with the introduction of new and more bespoke offerings. This will help us further improve the matchday experience for home supporters.

As part of these works, season ticket holders in the lower tier of the Regency Security Stand and a section of the South Stand will need to relocate to another area of the stadium.
As part of the new stadium map, visiting supporters at Carrow Road will be located in the lower tier of the Regency Security Stand, whilst the club will also develop a new premium experience in the South Stand.
The club fully understands that relocating their seat will be a big change for some of our long-standing season ticket holders. Those season tickets holders directly impacted by these upcoming changes will have already received a direct communication from the club via email and we will do everything possible to ensure that this is a smooth process.
For the season ticket renewal period ahead of the 2026/27 season, those supporters will be given priority on relocating their season tickets to other areas of Carrow Road and, where possible, be able to sit with their existing friends and family.
Following that period, supporters in other areas of the stadium will also have the opportunity to relocate their season ticket.
The club will also hold an open evening to answer any questions supporters may have on the upcoming changes to Carrow Road. This will take place in Legends at Carrow Road on Wednesday, October 15, at 6pm.
Supporters are not required to register for the event and are able to attend on the night.

Here’s how Twitter users reacted as Norwich announce new stadium expansion plans with thousands of fans forced to relocate…
@Ryan_D81: Start winning games to improve supporter experience!!
@David_Roe1: This is a disgraceful decision. Had my season ticket for over 20 years (short time in comparison to those around me) and now we are being forced to move for this?!? Every decision the club takes shows their disdain towards fans. Disgrace #ncfc
@NPBurtenshaw: Im with others in the comments, away fans are best next to the Barclay or at least in a corner.
@ColinPep1: Moving South Stand season ticket holders to, in most cases, poorer views so the club can make extra cash on premium seating is a low move. That could have waited until the city stand was rebuilt or the south stand made two tiers
@Jackorooney1: Don’t know who’s idea it was to move the away end to what’s traditionally the home end just to sell hospitality tickets that we aren’t goanna sell. It’s more understandable if we’re fighting for champions league places but we’ll be lucky to stay in the championship
@RobboITV: If it’s true there was no consultation with supporter groups, this club absolutely stinks at the moment.
@ManningSacked: I’ll give you one quick way to improve supporter experience…
@chris_norwich: I think you have to look at the bigger picture here and be happy that money is being spent on the ground finally. You will never please everyone. But I feel a positive move by the club for the future. Trust the process.
@JMO_96: There’s so many issues with this away end. That exit is carnage as it is, now you’re going to have away and home fans mixing in it. Especially weird with it being the family area. Also lower River End doesn’t hold enough for cup allocations. What happens then?
@jamesaskew24: I can see away teams loving this! Shooting towards their fans or defending a lead infront of them. Our current position for away fans gives us an advantage with our fans behind both goals. I like the fanzone idea but suggest removing hotel as a greater priority to moving fans
@Big_Rosie1: The joma corner at CR houses our most vulnerable fans, not just physically disabled, but also those with autism and other capability issues. There has been absolutely no regard for the safeguarding or psychological safety of these fans who are not able to deal with conflict. It will make a hugely challenging job for carers and likely put off those fans with ASD from attending or enjoying football at @NorwichCityFC. The decision is shameful, callous, ill-considered and smacks of corporate greed above fans and people.
@viensjef: Fan zone sounds great. Don’t like the idea of away fans in River End at all. And those in upper south stand will lose their seats so club can make money on “premium” seating
@chrisbrinded: No thoughts for the supporters who’ve sat in the river end for years, why give the away supporters a better view and potentially leave loyal home supporters with a seat right next to the hotel, where the view is appalling
@rosssanders5: This is utter shite. Fan zone fair enough, not my cup of tea but will appeal to many and probably be good business. Away fans in the lower N&P is an absolutely shocking decision. Next to a family zone and away from the Barclay. Will kill the atmosphere even more.
@Cooperman75: Away fans in the River End, nearby to where the supporters coaches park and then depart after the game. A great idea. Well done whoever thought of that.
@SnakepitC: Can you improve what’s on the pitch 1st
@muggyyyy: I’ve sat in my seat in the lower regency since 2009, made so many friends in there and had so many memories. Honestly such a bad idea.
@ChrisNCFC: I think it’s interesting and promising, if it leads to redevelopment of the stadium and better facilities. However, was it considered that most away fans will be taking the train after the game, and they will be crossing the path of home fans heading to the city/Riverside?
@Nick_Penfold: As a #NCFC fan, I am not delighted at the news of being booted out of my seat! Decades of loyalty to get usurped for padded seats (& that corporate gold). @nigelpenfold
@Thorny1587: New drinks hut is wonderful👍 but if I wanted a ‘bespoke experience’ I’d get my kitchen re-fitted, if I wanted ‘live music’ I’d go to a gig, if I wanted ‘premier seating’ I’d go to Vue. I’m a FOOTBALL FAN, all I want is for #ncfc to play well! You can’t manufacture an atmosphere
@daniel_defalco: £15 for some loaded nachos before losing 2-0 to Port Vale. Class
