Chelsea came out on top for the highest amount paid in fees to agents and intermediaries compared to other Premier League clubs for the 2025-25 campaign.
Enzo Maresca’s side spent just over £60m for agents to help facilitate transfers for the men’s team — in figures published by the FA — between February 2, 2024 to February 3, 2025.
Man City come in at second on the list, just over £52m paid on agents/intermediaries fees, then comes the third highest paying club; Manchester United, who paid over £33m on agents/intermediaries fees. This is the same top three as for last season.
Aston Villa (£25m), Newcastle (£24.3m), Arsenal (£22.8m), and Liverpool (£20.8m) round out the top six. Those also included in the top 10 were West Ham (£19m), Tottenham (£18.4m), and Brighton (£16.5m). Ipswich Town spent the least at £6.2m, despite earning Premier League promotion.
The total sum of Premier League club’s spending on agent fees totalled over £409.1m, slightly down from £409.5m in the 2023-24 campaign.
Championship spending on agent/intermediary fees stood at just over £63m, with Leeds United coming out on top for the division with 18.8m, higher than the £13.2m for last season.
Burnley, the second-highest spender, paid £5.3m. Sheffield United placing third with £4.4m. Oxford United spent the least with £572.808
The spending on agent/intermediary fees for League One stood at just over £7.5m, with Huddersfield coming out on top for the division with 1.1m.
League Two spending on agent/intermediary fees stood at just over £2.7m, with Fleetwood coming out on top for the division with £284,407.
Down in the National League, spending on agent/intermediary fees stood at just £1,881,698, with Forest Green coming out on top of that with over 133k.

In April 2024, Premier League agent spending had been criticised by Fifa boss Gianni Infantino, saying: “Most of this money is leaving football.
In an Instagram post, he contrasted this to the 30m Euros (£25.8m) received by European clubs from the Premier League for players they had brought through, in compensation and solidarity payments.
He added these payments “are imposed by Fifa regulations and are vital for thousands of less privileged clubs who struggle to generate sufficient revenue, and are therefore crucial for developing, training and giving opportunities to young players all over the world”.
“At Fifa, we are trying to implement some clear and fair rules to the transfer system, including agents regulations, for the sake of transparency, accountability and better redistribution across all levels of the game,” Infantino added.
“Because of that we were sued by some agents, but Fifa will continue to defend its position in court.”
“I call on governments and lawmakers to join us and play an active role in ensuring the funds generated in transfers are kept within football and are shared with clubs from all around the world, as they are absolutely key for current and future generations of footballers.”
